Russian Prime Minister Mikhail Mishustin has congratulated Gurbanguly Berdimuhamedov on his appointment as head of the People's Council (Khalk Maslakhaty) of Turkmenistan and recognition as a national leader, Neytralny Turkmenistan reported on Tuesday.
"On behalf of the Russian government and on my own behalf, I express my heartfelt congratulations on the occasion of your appointment as chairman of the Khalk Maslakhaty of Turkmenistan and your recognition at the legislative level as the national leader of the Turkmen people," the congratulatory message reads.
Mishustin noted Berdimuhamedov's personal contribution "to strengthening the relations of friendship, good neighborliness and strategic partnership connecting the Russian Federation and Turkmenistan." According to him, "trade and economic, scientific and technical, cultural and humanitarian cooperation is developing steadily, favorable conditions are being created to promote joint projects in a wide range of areas."
Earlier, former President Gurbanguly Berdimuhamedov, who served as Speaker of the Upper Chamber of the Parliament of Turkmenistan, proposed abolishing the House of Representatives and reorganizing the legislative body into a unicameral parliament. On January 21, Turkmen President Serdar Berdimuhamedov signed laws amending the constitution to create a unicameral People's Council headed by Gurbanguly Berdimuhamedov and declaring him the national leader of the Turkmen people.
