Putin and Zhaparov support the development of a convention on information security

President of Russia Vladimir Putin and President of Kyrgyzstan Sadyr Zhaparov spoke in favor of developing a convention under the aegis of the United Nations and consider elaboration of norms of responsible behavior in information space a priority due to increased cases of using information technologies for criminal purposes.


"The heads of state consider the development, under the aegis of the United Nations, of universal norms, rules and principles of responsible behavior of states in information space to ensure the sovereignty of states and their equal security, prevention of conflicts in this space, as well as in the interests of the use of information and communication technologies exclusively for peaceful purposes as a priority area of international cooperation. <...> Expressing concern about the rapid growth in the use of information and communication technologies for criminal purposes, advocate the speedy development of a special intergovernmental open-ended committee of experts under the auspices of the UN," the statement on cooperation in ensuring international information security issued Friday after the meeting in Bishkek reads.


A meeting of the EEU is being held in Bishkek on Friday. Russian President Vladimir Putin, Armenian Prime Minister Nikol Pashinyan, Belarusian President Alexander Lukashenko, Kazakh President Kassym-Jomart Tokayev and President of Kyrgyzstan Sadyr Zhaparov are attending the summit.


Deepening cooperation


The presidents are confident that cooperation between the two countries in the field of international information security will develop. 


"The president of the Russian Federation and the president of the Republic of Kyrgyzstan express confidence in further deepening of the Russian-Kyrgyzstan cooperation in accordance with the agreement between the government of the Russian Federation and the government of the Republic of Kyrgyzstan on cooperation in ensuring international information security signed in Moscow on February 25, 2021," the document says.


The heads of state noted the need for further coordination between Moscow and Bishkek in matters of internationalization of the Internet governance, including ensuring equal rights of all states to participate in its management and enhancing the role of the International Telecommunication Union in this process.


Putin and Zhaparov also expressed concern that modern information technology is increasingly being used for purposes inconsistent with the objectives of maintaining international peace and security, and its illegal use poses a threat to society and the state.


In addition, they expressed concern over the proliferation of unsubstantiated accusations of computer attacks against individual countries and called on the international community to resolve differences in the information sphere by peaceful means, expressing their readiness to engage in dialogue with all states on this issue.
