Mikhail Ulyanov, Russia's Permanent Representative to the International Organizations in Vienna, said the expectations to restore the Iranian nuclear deal by July 15 did not come true. He posted a message to this effect on his Twitter page on Monday.
"The break in the Vienna talks on restoring the JCPOA (Joint Comprehensive Plan of Action - TASS) has lasted longer than expected. Obviously, Iran needs more time to prepare, given the recent presidential elections," Ulyanov stressed. "The expectation to complete the process by the sixth anniversary of the nuclear deal (July 15) did not come true," he concluded.
On June 20, negotiators of the Iran nuclear deal took a break to hold consultations in their capitals to prepare for the final round of consultations. According to the Russian permanent representative, an agreement on restoring the nuclear deal is within reach. On July 1, Ulyanov suggested that negotiators on restoring the JCPOA on Iran's nuclear program may not meet for the final round in Vienna until next week.
Face-to-face talks between Iran and the international P5 have been held in Vienna since April to restore the Iranian nuclear agreement to its original form: lifting US sanctions on Iran, Iran meeting its nuclear obligations, and the US returning to the deal. Representatives of the JCPOA states are also holding separate consultations with the US delegation without Iranian participation. All delegations were first expected to complete their work in late May and then in early June.
