The head of the Presidential Council of Libya, Fayez Sarraj, stated the need to resume the political dialogue of the parties to the Libyan conflict under the auspices of the UN.
A statement by the press service of the politician quoted by RIA Novosti, in particular, notes that Sarraj welcomes "all political initiatives calling for a peaceful solution to the current conflict without resorting to hostilities."
“I urge all parties and political forces to take responsibility to put an end to the split. It is necessary to hurry with the resumption of political dialogue under the auspices of the UN in order to prepare for the coming period and reach consensus on a full-blown roadmap and political track that unites all Libyans, ”the politician said.
According to Sarraj, it is possible "both through the adjustment of the political agreement and the formation of the Presidential Council, consisting of its head, two deputies and the head of the government", and by reaching consensus on the political track and holding general elections.
Earlier, the Head of the House of Representatives (Parliament) in eastern Libya, Aguila Saleh put forward a new initiative for a political settlement in the country, having proposed a roadmap. The initiative assumes that each of the three regions (three historical regions of Libya: Tripolitania, Cyrenaica and Fezzan) chooses who will represent them on the presidential council, which, in turn, will consist of the head of the council and two of his deputies.
Voting on the candidacy of members of the presidential council, as noted, can be mediated by the UN.
The Prime Minister and his deputies, who will also represent the three regions of Libya, according to the proposal of Saleh, will be appointed by the Presidential Council.
The candidacy of the head of the Cabinet and his deputies will be approved by the House of Representatives.
Following the formation of the presidential council, a commission consisting of experts to develop a draft constitution, which will determine the shape of the future Libyan state, will be created.
Another key point on the roadmap is the holding of presidential and parliamentary elections. The head of the presidential council and his deputies will not be allowed to participate in them. The duties of the Сommander-in-chief of the Armed Forces during the transitional period will be collectively performed by members of the presidential council. As for the post of Minister of Defense, according to Salekh’s plan, the right to appoint the head of the military department will be entirely in the hands of the Armed Forces themselves.
On April 27, the head of the Libyan National Army, Khalifa Haftar, announced his withdrawal from the political agreement, which resulted in the formation of the Government of National Accord. He said that governing the country passes to the army.
