The FSB and the Investigative Committee have detained a Basayev gang member in Moscow who took part in an attack on Pskov paratroopers in Chechnya in 2000, the FSB's Center for Public Relations (CPR) told TASS on Thursday.

"In the course of work together with the Investigative Committee, an irrefutable evidence base has been formed for the participation in this crime of the Chechen native German Arbinin, who has not incurred criminal punishment for it. In cooperation with the Interior Ministry of Russia and with the help of the Rosgvardiya, he was detained in Moscow," the CPR reports.

The official representative of the Investigative Committee Svetlana Petrenko reported that Arbinin was detained on March 23. "He will soon be charged with armed insurrection, participation in a gang and infringement on the life of military personnel," she said. According to her, the investigation plans to seek a measure of restraint against Arbinin in the form of detention.

The attack on members of the 6th company of the 104th regiment of the 76th Pskov Airborne Division took place on February 29, 2000, near the village of Ulus-Kert in the Shatoisky district of the Chechen Republic. During the battle, which lasted from February 29 to March 1, 2000, fighters of the 6th company, occupying the dominant height, withstood attacks of the outflanking group of militants numbering up to 2.5 thousand people. At the time, 84 servicemen were killed and four others were wounded in varying degrees of severity.
