Presidential decree on the appointment of elections to the State Duma was officially published and entered into force

18 June 2021

The decree by Russian President Vladimir Putin calling for parliamentary elections to be held on September 19, 2021, has been published on the official website of the Russian government.

According to the law, the federal election campaign in Russia begins upon the official publication of the decree.

Moreover, from this moment a number of electoral procedures start to be counted. In particular, the pre-election congresses of political parties must be held within 25 days, i.e. by July 12. Self-nomination of candidates in single-mandate constituencies is also carried out within 25 days after the publication of the decree.

On Thursday evening, the Kremlin press service announced that Putin had signed the decree appointing the elections for the eighth State Duma on September 19, 2021. Central Electoral Commission Chairwoman Ella Pamfilova told TASS that the CEC planned to approve the election campaign schedule and voting procedures at its June 18 meeting. In particular, the CEC should decide on the format of voting in September: it can take place over one, two or three consecutive days.

Simultaneously with the elections to the State Duma, on the single day of voting in 2021, direct elections will be held for the heads of nine subjects of the Russian Federation (in three regions, the highest administrative officials will be elected by deputies of regional councils) and 39 regional parliaments.
