03 July

During discussions at the Doha conference, Zamir Kabulov, Special Representative of the Russian President for Afghanistan and Director of the Second Department of Asia at the Ministry of Foreign Affairs, assured Afghan partners of Russia's commitment to enhance political interaction and economic cooperation. This commitment was highlighted in a report by the Russian Foreign Ministry.

The ministry recalled the third meeting of special representatives on Afghanistan from various countries and organizations, convened under UN auspices in Qatar from June 30 to July 1. The Russian delegation, led by Kabulov, engaged in dialogue alongside representatives including Zabihullah Mujahid, spokesperson for the Afghan government and official representative of the Taliban( banned in Russia).

"During discussions at the event, the head of the Russian delegation reaffirmed Russia's readiness to intensify political, economic, and humanitarian cooperation across different sectors," the Russian Foreign Ministry stated.

Reflecting on past conferences, the ministry highlighted adjustments made following the shortcomings of previous talks ("Doha-2"), emphasizing the inclusion of a full national delegation from Kabul, led by Mujahid.

The Russian Foreign Ministry underscored that "Russia, alongside many nations in the Global South, advocates for indispensable, substantive, and mutually respectful dialogue with Kabul, aimed at tangible progress in Afghanistan's settlement and integration into the global political and economic framework."

"In this regard, we reiterate that the United States and NATO, accountable for the 20-year Afghan occupation, bear primary responsibility for financing post-conflict economic reconstruction and must promptly undertake measures to fully and unconditionally release illegally withheld Afghan national currency reserves and restore the Afghan banking system to full functionality," emphasized the Russian Foreign Ministry.
