The Russian government has approved a draft agreement with Baku regarding the joint development of transit freight transport along the North-South international transport corridor (ITC). This was confirmed by a decree signed by Russian Prime Minister Mikhail Mishustin.
The agreement aims to “enhance the efficiency of transport links and increase the potential of the western route of the North-South ITC.”
Under the agreement, Russia and Azerbaijan will facilitate the smooth movement of goods across their territories in line with the terms of the document and the legal frameworks of both countries. Customs control regulations will be based on both national legislation and international agreements involving Moscow and Baku.
The document also sets a guaranteed freight volume to be transported from Russia to Azerbaijan annually following the upgrade of railway infrastructure. Starting January 1, 2028, this volume will be at least 5 million tons, with the potential to increase to 15 million tons per year after further decisions are made.
If Russia fails to meet the agreed cargo volume within a year, Russian Railways (RZD) will be required to compensate Azerbaijan Railways. Conversely, if Azerbaijan refuses to accept the specified cargo volume, the compensation will be made to the Russian company.
